Levies (LWF and others)

State and country levies ride the same versioned store as PT. Each levy has: payslip code, wage measure (gross or Basic+DA), deduction months, remit dates, slabs with employee and employer amounts, and applicability rules (gender exemption, minimum headcount, minimum service, mid-exit rule).

• Enabled by default for the company's state; View / edit opens the full configuration; Edit as override seeds the override editor with today's values.
• Switching a levy off records an audited override with your comment; switching back revokes it.
• On the payslip, levy deductions print as their own rows in the deduction months.
